IPS Drug Testing Services has spent more than twenty years doing one thing: keeping transportation companies compliant with federal drug and alcohol testing rules. We are based in Troy, Michigan, and we administer programs for carriers across the United States.
We are not the largest Third Party Administrator in the country and we have never tried to be. We add roughly 25 to 30 new clients a year, almost entirely through referral — from safety directors who told another safety director to call us. That is the whole marketing strategy, and it only works if the service is genuinely good.
Our first and foremost goal is exceeding client expectations through exceptional quality of service and responsiveness. Everything else follows from that.
Why this work matters
Behind the wheel of an 80,000-pound vehicle, impairment is not a paperwork problem. It is the one risk you can screen for before it ever reaches the road. Every random selection we run and every result we verify exists for that reason — not to satisfy a filing requirement.
The compliance apparatus around it is real and it is unforgiving. Miss a random deadline, skip an annual Clearinghouse query, or lose the chain-of-custody copies, and a fleet with a spotless testing record can still fail an audit. Our job is to make sure the safety outcome and the paper trail both hold.
What twenty years actually buys you
Regulatory experience is not a credential you can shortcut. Over two decades inside 49 CFR Part 40 we have seen the failure modes: the owner-operator who never designated a C/TPA, the carrier whose previous administrator went quiet with five years of records, the fleet that discovered in November that it was 30% short on random testing.
We know what those look like early, and we know how to fix them before an investigator finds them. That is why audit support is a core service rather than an add-on, and why we attend audits with our clients instead of wishing them luck.
The technology side
IPS Drug Testing is part of a two-company group alongside IPS Technology Services, which builds the software platform our compliance work runs on. Practically, that means the client portal is built by people sitting next to the people who run your program. When a safety director asks for a report that does not exist yet, it is a conversation rather than a support ticket into a vendor's backlog.

How to judge a TPA
Price is the easiest thing to compare and the least useful. The questions that actually predict how the relationship goes:
- Is the Medical Review Officer on staff, or is your result joining a national queue?
- Who answers the phone at 2am when there has been an accident in rural Ohio?
- Will someone from the company attend your audit, or send you a folder?
- What happens to your records if you leave — and how quickly can you get them?
- Is there a named person who knows your account without looking it up?
